Minutes of Parish Assembly meeting held at the Village Hall,Nordelph on Wednesday March 15th 2006 at 7pm.
The Clerk read the notice convening the meeting.
Agenda:
To read and confirm the minutes of the last Parish Meeting.
Any matters arising
To discuss Parish matters and to pass resolutions thereon.
Present: Mr G.Cosson,Chairman of the Parish Council and Chairman of this meeting.
Messrs R.BalIs,R.Burwell,D.Andrew,Mrs J.Jones & Mrs M.Johnson Parish Councillors, Mr D. Pope, District Councillor and 7 parishioners.
Apologies from: Mr R. Bailey,J.Jaworski,G . Beckett, H. Humphrey & Mrs V.Spikings. Minutes; the minutes of the last meeting were read,confirmed and signed by the Chairman.
Matters arising:
The Clerk reported that Chief Superintendent Hayes of the King’s Lynn police had attended a meeting of the Parish Council and had stated that the Police would make every effort to combat the recent spate of vandalism and that charges were being brought against the individuals involved. He stressed the importance of informing the police as soon as possible and if possible giving names of those involved.
Homewatch scheme:
A new scheme had been set in motion with several residents now being on the Ringmaster system and were informed of any incidents in the area.Some new signs had been erected and more had been ordered.
Playing field:
Mr Balls reported that plot of land behind the Hall had now been ploughed and prepared for seeding by Magdalen Farms.
Mr Harlock expressed some concern over the access to this piece of land.
Mr Balls stated that an entrance would be made to the rear of the HaIl.There would be no access from the cemetery end.
Speed limits:
Concern was raised regarding the high speed of traffic through the village particularly the through traffic on the A1122,traffic approaching from the Neatmoor area (B1094) and High Street and Birchfield road area.
The Chairman stated that the Council had made protests to the Highways Authority over the years and had managed to get the High StreetlBirchfield road length made a 30mph zone. Repeated efforts had been made to reduce the Al 122 stretch to 30mph and this was still ongoing.
It was agreed to request a 24hr speed check on the piece of the A1122 road through the village and to request that the warning signs be moved further from the Barroway Drove junction and also further away from the bend on the approach from Downham Market and that the signs on the B1094 be moved further from the Coronation Avenue junction. It was also suggested that No overtaking signs be placed on the Al 122 through the village.
A complaint was made regarding the parking of vehicles near the bridge causing an obstruction at the junction with High Street.Agreed that the Police be informed of this. The untidy condition of Eastcott near the foot of the bridge was raised and it was agreed that the Planning Enforcement Officer be informed.
Church.
Mr Burwell reported that owing to the presence of a colony of bats in the building until the DOE gave their permission nothing could be done to the building.
The Chairman reported that there had been theft of some of the flooring and that he had suggested to the Church Authorities that they arrange with the contractors to remove any materials from the interior of the Church to reduce the chance of further theft. The gates had now been made secure and locked in an attempt to deter any would be thieves.
The Clerk reported that during the year the Chairman & Mrs Cosson had repaired and repainted the village sign. Mrs Robinson and Mrs Jones had repainted the railings around the bridge area and also the posts around the War memorial. Thanks were expressed and this was much appreciated.
The Well Creek Trusts sign and the litter bin near the Staithe had been vandalised and thrown in the river. These had been rescued repainted and re-erected.
River railings:
A complaint was made regarding the poor state of the railings along High Street and Birchfield road. The Chairman stated that there was disagreement between the Highways dept and the Middle level as to the liability for the maintenance. Agreed to contact Highways again to see if repairs could be carried out.
